《無國界行動》是一部以跨國販毒為主題的電視劇。劇中，緬甸大毒梟烏澎利用各種手段殺害中國方面的臥底和民警，并將大量海洛因運往中國境內(nèi)，準備再運往美國。云南和福建警方的調(diào)查受到挫折，而上海警方在虹橋機場發(fā)現(xiàn)了一批用錦鯉魚腹部藏毒的貨品，這批毒品正是云南落地的一部分。為了破案，中國公安部禁毒局沙海處長飛往上海，成立了“錦鯉魚案”指揮中心。通過巧妙抓獲發(fā)貨人，案情有了重大突破，揭示了一個連接中、美、緬、泰四國的跨國販毒大案和一個國際犯毒網(wǎng)絡。沙海向上級建議中、美兩國警方聯(lián)手破案，得到了批準。然而，中國犯罪嫌疑人汪天曉在美國法庭被無罪釋放，大毒梟安迪也因無證據(jù)和保護而逍遙法外。中美警方的合作關系降至冰點，但“九一一”事件再次萌生合作契機。在兩國警方求同存異的前提下，中美文化和政治等方面的碰撞得到化解。最終，中美警方共同努力摧毀了這個特大跨國販毒網(wǎng)絡，抓獲了大毒梟安迪，并擊斃了“蝴蝶幫”的幕后黑手詹姆森。《無國界行動》以中美兩國警方共同合作的故事為主線，情節(jié)撲朔迷離，出人意料，最終完滿地落下帷幕。這部電視劇展示了中美警方的合作精神，并在全球范圍內(nèi)引起了共鳴。
